About Missouri VECHS

The Missouri Volunteer and Employee Criminal History Service program (MOVECHS) was developed to enable qualified entities access to Missouri open and closed criminal history record information and national (FBI) criminal history record information with the submission of fingerprints and a waiver statement on current and prospective applicants, employees and volunteers through the MSHP. The program was established in 2008 by the Criminal Justice Information Services (CJIS) Division within the Missouri State Highway Patrol (MSHP) and is approved by the Federal Bureau of Investigation (FBI) pursuant to federal legislation.

The MOVECHS program is authorized through two federal Acts:

1. The National Child Protection Act, as amended by the Volunteers for Children Act (NCPA/VCA)

2. The Adam Walsh Child Protection and Safety Act (Adam Walsh Act)

The MSHP/CJIS Division is the administrator of the MOVECHS program and has two Originating Agency Identifiers (ORIs) assigned by the FBI. While most agencies may qualify for enrollment under the NCPA/VCA, the Adam Walsh Act specifically allows access to private elementary and secondary schools or educational facilities.

Will my organization qualify?


To participate, a business/entity must be lawfully approved through the Business Services Division of the Missouri Secretary of State office and have a physical operating location in Missouri. A business/entity must provide some type of care which includes treatment, education, training, instruction, supervision, recreation or care placement services for children, the elderly, or individuals with disabilities. The term “entity” applies to public, private, for profit, not-for-profit, or volunteer organizations.

NOTE: Temporary employment agencies, job placement agencies, or personnel staffing agencies do not qualify for Missouri VECHS Program enrollment. Although these agencies may provide work-force personnel to facilities that provide services to children, the elderly or persons with disabilities, the facility that provides direct care to the vulnerable citizens should apply for enrollment.

Missouri enrolled VECHS agencies with affiliations to other agencies located outside of Missouri, such as corporate offices, are prohibited from disseminating criminal history to such agency/office. All eligibility reviews and determinations based on the CHRI received through the Missouri VECHS program must be made by the Missouri agency. Dissemination of CHRI outside of Missouri is strictly prohibited. Dissemination to unauthorized entities may result in immediate deactivation.

The MSHP-CJIS Division is the administrator of the Missouri VECHS program. As the program administrator and ORI designated agency, the MSHP-CJIS Division has the sole authority to grant or deny Missouri VECHS Program participation.
